Open-access (OA) literature is available online to be read for free by anyone, anytime, anywhere, without registration or other hindrance—as long as they have Internet access.

That’s the core of OA, and it’s a growing factor in scholarly articles (and to a lesser extent monographs). But even as OA grows, confusion as to the amount and nature of OA publishing seems to grow, aided by a lack of clear, concrete information and sometimes by deliberate misinformation.

This report grows from an attempt to determine some of the facts behind the confusion by the simple process of looking at each OA journal site and seeing what was going on.

I am so honored to stand before you as the new President of IFLA. Looking out over the audience it brings to mind the first assembly that I attended at my first IFLA meeting. I looked at all of the officials on the stage and wondered how does this relate to me? Never in my wildest dreams did it occur to me at that meeting that I would be President someday. So look around, someone here for maybe the first time will someday be the IFLA president. Before I talk about the journey we will undertake together over the next two years, I want to recognize those who prepared me for this day. It takes a village to make a president.

White Paper

A white paper is an authoritative report or guide informing readers in a concise manner about a complex issue and presenting the issuing body’s philosophy on the matter. It is meant to help readers understand an issue, solve a problem, or make a decision.

Position Paper

A position paper is an essay that presents an opinion about an issue, typically that of the author or another specified entity; such as a political party. Position papers are published in academia, in politics, in law and other domains.

Position papers range from the simplest format of a letter to the editor through to the most complex in the form of an academic position paper.[1] Position papers are also used by large organizations to make public the official beliefs and recommendations of the group

In the past 13 years, open access publishing—in which academic journal content is free for anyone to read online—has moved from a fringe populist movement into the mainstream. The Bethesda Statement on Open Access Publishing defines an open access article as freely available and secured for posterity in a reliable digital repository.

2008
The US Congress approves a policy that requires all papers resulting from funding by the National Institutes of Health be made available through PubMed Central (open access) no later than 12 months after publication.

2010
The ­Scholarly Publishing Roundtable in the US releases a report on how to improve access while respecting interests of publishers, librarians, and researchers.

2012
In the UK, the Finch Report lays out a strategy to ensure immediate open access to research funded by the government.

2013
The US Office of Science and Technology Policy issues a directive that all federal agencies must ensure that the research they fund will be open access.

2014
K|N Consultants launch the Open Access Network, a strategy for cost-sharing and sustainable open access in the social sciences and humanities.
